Yellow Card Warning Stage

EMTALA & Medical Screening Alignment

Ensure 100% compliance with federal EMTALA laws. All Emergency Department patients must receive a complete Medical Screening Examination (MSE) to rule out life-threatening conditions before any physical removal or exclusion protocol is executed.

The 4-Step 'Red Card' Clinical Exclusion Pathway

Step 1: Emergency Medical Screening (EMTALA Mandate) Emergency Physician performs MSE to confirm the individual does not possess an unstable medical emergency or altered mental state (delirium, hypoxia, hypoglycemia).

Step 2: Formal 'Yellow Card' Boundary Notice If stable, clinical leadership and security deliver a verbal and written warning: "Your behavior violates hospital safety rules. Continued aggression will result in care discharge."

Step 3: 'Red Card' Issuance & Care Transfer Upon subsequent violation, non-emergency care is suspended. Security logs the Red Card in EHR, provides community clinic transfer options, and escorts the individual off-site.

Step 4: Law Enforcement Liaison & Trespass Order If the excluded individual refuses to vacate, security coordinates with local police to issue a formal trespass warning and file criminal charges under emergency worker protection statutes.

CPTED Physical Barriers & Access Perimeters
